Staying Safe from Harm at the Event

Ensuring the safety and well–being of all participants is a top priority at World Scouting Events. Our commitment to creating a safe, friendly, and inclusive environment is embodied in the Safe from Harm framework. Explore this page to learn about the many ways that we’re advancing safeguarding at the Congress.

Duty of Participants

All participants are expected to:

1 Adhere to the Code of Conduct at all times during the event and in congress-related activities before and after.

2 Complete the mandatory Safe from Harm online courses for the World Scout Education Congress. A certificate of completion will be required for participants to access the Congress venue.

Any breach of the Code of Conduct will trigger a range of actions that could result in disciplinary action, including being removed from the Congress.

Reporting a Safe from Harm Situation

If you experience or witness a situation that makes you or the person(s) involved feel uncomfortable, scared, or threatened, it is your duty to report it. You can report a potential Safe from Harm situation through the following channels:
