How to Register
The World Scout Education Congress is a unique opportunity to connect with people who are shaping the future of Scouting education around the world. Join education leaders, volunteers, youth leaders, researchers, and practitioners to exchange ideas, explore emerging trends, share practical solutions, and learn from innovative approaches being implemented across different contexts.
The final deadline to register is 15 October 2026.
Who should attend?
National Scout Organizations are encouraged to invite participation from:
- Education, Youth Programme and Volunteering leads
- Safeguarding and youth protection officers
- Youth leaders
- Young adults shaping educational experiences
- Decision-makers responsible for educational strategies and frameworks.
How to register
Registration takes place through a nomination process managed by National Scout Organizations:
- The International Commissioner or official NSO contact submits a pre-registration form with the names of nominated participants.
- Each nominated participant receives a personalised registration link.
- Participants complete their personal registration.
- The NSO receives the invoice for payment of all its nominated participants.
All participants must:
- Be endorsed by their National Scout Organization.
- Complete the mandatory Safe from Harm online learning course before attending.
What's included?
Your participation fee includes:
- Access to all Congress sessions and activities
- Lunch and coffee breaks throughout the event
- Two evening social events
The fee does not include:
- Accommodation
- Breakfast
- Airport transfers
- Transport from the accommodations to the venue

Participation fees vary according to your NSO fee category.
- *An early bird discount is available to participants who complete both registration and payment on or before 31 July 2026.
- **After this date, the standard fee will apply.
- ***In addition, to encourage youth engagement in the event, participants born after 30 November 1999 are entitled to a 10% discount on the early bird and standard fees. Registration fees are inclusive of goods and services tax.

Hosted by the Singapore Scout Association on behalf of the World Organization of the Scout Movement. The 5th World Scout Education Congress (“WSEC” or “Congress”) is a World Event of the World Organization of the Scout Movement (“WOSM”), hosted by the Singapore Scout Association (“Host”).
