About the World Scout Education Congress (WSEC)
The World Scout Education Congress is the leading global platform for Scout educators, formal and non-formal education experts, and other non-formal education actors to exchange knowledge, share research, and explore new approaches to education, with a strong focus on non-formal learning.
 
Held every few years, the Congress brings together National Scout Organizations, educators, and partners from around the world to help shape the future of education in Scouting. It inspires innovative educational programmes and initiatives that respond to the evolving needs of young people and future generations.
The 5th World Scout Education Congress brings together participants from around the world to explore the future of education in Scouting. Discussions will focus on safeguarding, innovation, youth leadership, and volunteering, in line with the Strategy for Scouting.
 
Participants will explore practical educational approaches that support safe, meaningful learning environments and help develop skills such as adaptability, critical thinking, and leadership.
 
The Congress also promotes intergenerational collaboration and provides opportunities to connect with global peers, exchange experiences, and share ideas that support the future of Scouting education worldwide.
Venue, Transport, and Accommodation
The 5th World Scout Education Congress will take place at the Singapore Institute of Technology (SIT) at its new campus in the Punggol Digital District, Singapore.
 
Located within an innovative district where academia, industry, and community come together, the campus offers a dynamic environment for collaboration and learning. With modern facilities, flexible conference and breakout spaces, and strong digital infrastructure, SIT provides an ideal setting for meaningful dialogue and exchange on Scouting education.

The venue for the 5th World Scout Education Congress, the Singapore Institute of Technology (SIT), is easy to reach from across Singapore.
 
Located in the Punggol Digital District, the campus is approximately 45–60 minutes from Changi Airport by taxi or ride-hailing service. It is also accessible by Singapore’s MRT rail network, with connections towards Punggol for a convenient journey across the city.
 
Singapore is known for its safe, efficient, and well-connected public transport system, making travel to and from the venue smooth and reliable for international participants.

The MRT (Mass Rapid Transit) is the most popular way to travel around the city. The rail network is clean, reliable, and connects major districts, attractions, and residential areas, making it a fast and affordable option for most journeys.
 
Public buses complement the MRT system and provide easy access to areas not directly served by rail. Services are frequent and easy to use.
 
Taxis and ride-hailing services, such as Grab, are also widely available, offering convenient door-to-door transport throughout the day.
 
Visitors can pay for public transport using contactless credit or debit cards, or transport cards such as EZ-Link and NETS FlashPay.
 
With its integrated transport system and clear signage, Singapore is easy to navigate, even for first-time visitors.
International participants can travel easily to Singapore through Changi Airport, one of the world’s major aviation hubs, with direct connections to more than 160 cities worldwide.
 
From the airport, the Singapore Institute of Technology (SIT) campus in the Punggol Digital District is accessible by public transport, taxi, and ride-hailing services, making travel to the venue convenient and straightforward.
 
Many travellers can enter Singapore visa-free for short stays, depending on their nationality. However, visa requirements vary, and some participants may need to apply for a visa before travelling. All visitors should ensure that their passport is valid for at least six months, meet Singapore’s entry requirements, and complete the mandatory SG Arrival Card before arrival.
 
Participants are encouraged to check the latest travel and entry requirements with the Immigration & Checkpoints Authority (ICA) or their nearest Singapore overseas mission before travelling.
Participants attending the 5th World Scout Education Congress must arrange and cover their own accommodation in Singapore. A wide range of options is available to suit different preferences and budgets.
 
Accommodation choices include hotels in central areas, such as Orchard, Bugis, and Marina Bay, as well as serviced apartments, budget hotels, hostels, and capsule hotels across the city.
 
For convenient access to the Singapore Institute of Technology (SIT) in the Punggol Digital District, participants may consider staying in areas such as Punggol, Sengkang, or Buangkok, which are directly connected to the venue via the MRT.
 
Singapore’s efficient public transport system makes it easy to travel between accommodation areas and the Congress venue.

Registration
All participants must complete the registration process. In addition, all participants must be endorsed by their National Scout Organization’s point of contact. Please ensure that you submit your registration with complete and accurate information, including dietary requirements, any additional support or accessibility needs, and emergency contact details.
 
The registration link will be open until 15 October 2026, and places will be allocated on a first-come, first-served basis upon receipt of payment.
 
Please ensure that all required details are submitted by the deadline to secure your participation in the event.

Financial support may be available for participants from Category A and B countries through the Solidarity Operation framework for World Scouting events.
