The Programme

The 5th World Scout Education Congress is a space for educators, volunteers, researchers, and young people who are passionate about exploring new possibilities for Scouting education. Together, participants will bring new ideas, challenge perspectives, and share practical approaches that will build stronger learning experiences for young people.
Through interactive workshops, engaging discussions, innovative spaces, and collaborative experiences, participants will learn from one another, exchange ideas, and develop solutions that can better support young people and volunteers today and into the future.

The Congress programme is designed to be engaging and responsive to participants’ needs and interests. Explore the preliminary programme below and check back regularly, as new sessions will be added in the lead-up to the event.

Content Areas

Guided by four content areas, participants will discover new practices, exchange experiences, and explore how they can adapt to strengthen Scouting in their own contexts. From future-ready competencies and sustainable volunteering to safeguarding practices and meaningful youth engagement, each area aims to spark fresh discussions, thinking, and ideas that can be adapted to local contexts and communities.

How can Scouting remain relevant and future-ready? This content area explores innovation in education, future-ready competencies, sustainability, research, and new approaches shaping Scouting programmes and learning experiences.

Young people are leaders, innovators, and changemakers in Scouting. This content area focuses on youth involvement in decision-making, governance, peace education, future-ready competencies, and meaningful youth engagement.

Volunteers are at the heart of Scouting. Participants will explore new approaches to volunteering, volunteer well-being, recognition, intergenerational collaboration, and sustainable volunteer-driven organisations.

Safe, inclusive, and supportive environments are essential to quality Scouting education. Participants will explore safeguarding practices, Safe from Harm implementation, well-being, Gender-Based Violence prevention, and how organisational culture can strengthen safety across the Movement.

The Learning Journey

The Congress is designed as an active learning journey built around connection, exploration, innovation, and collaboration. Participants won’t just attend sessions. They’ll design their own journey through different paths and experiences, share ideas, test new approaches, and work together to explore what’s next for Scouting education.

Symbolic Framework

Inspired by Singapore’s multicultural identity and its national flower, a hybrid orchid, the Congress’s symbolic framework reflects harmony and progress, where cultures, values, and learning experiences grow together through diversity, dialogue, and shared purpose. Throughout the event, participants will explore how Scouting education can continue evolving to remain adaptive, inclusive, and relevant in a changing world.
