Code of Conduct

The World Organization of the Scout Movement (WOSM) and the Host are committed to providing a safe, inclusive, and welcoming environment for all participants. This Code of Conduct outlines our expectations for behaviour during the 5th World Scout Congress and applies to all participants, guests, volunteers, and staff and any other person attending or contributing to the Congress in any capacity.

As a participant of the 5th World Scout Education Congress, I agree to behave in full accordance with the following Code of Conduct: 

I am a representative of the Scout Movement, of my country, and of my National Scout Organization. As a Scout, I will uphold my Scout Promise and follow the Scout Law at all times before and during and in connection with my participation in the 5th World Scout Education Congress.

I will obey Singapore laws, as well as the 5th World Scout Education Congress Code of Conduct, safety and security rules, and signs and instructions provided by the event planning team.

I will comply with all applicable WOSM policies, including the WOSM Safe from Harm Policy, the WOSM Code of Conduct, and any rules and procedures communicated by WOSM or the Host in connection with the Congress.

I will follow the programme of the 5th World Scout Education Congress and participate respectfully in plenaries, breakouts, and activities.

I will wear my participant ID at all times, unless asked to remove it for safety reasons.

I will conduct myself responsibly and respectfully on social media and online platforms in connection with the Congress, refraining from posting content that is misleading, discriminatory, harmful, or damaging to the reputation of WOSM, the Host, the Scout Movement, or any individual participant.

I will be respectful, understanding, inclusive and considerate of other cultures.

I will embrace and celebrate the rich diversity of our Movement.

I will dress appropriately for a multicultural environment.

I will refrain from using offensive language and/or profanity, or having any behaviour considered offensive or discriminatory towards another culture.

I will be inclusive and welcoming, making every effort to create an environment where everyone feels safe and comfortable.

I will always promote a culture of inclusivity, peace and understanding.

I will not act in any way likely to cause unnecessary conflict or to disrupt the proceedings or atmosphere of the Congress.

I will never participate in or encourage speech that is offensive, hurtful, hateful, demeaning, or judgmental of others, related but not limited to gender, race, ethnicity, religion, disability, sexual orientation, or other personal characteristics.

I will not engage in any harmful or violent actions, fighting, or physical altercations.

I will not engage in any conduct, whether in person or online, that could bring the Scout Movement, WOSM, the Host, or fellow participants into disrepute

I will respect other people’s property.

I will respect and protect the rights of all other 5th World Scout Education Congress participants, regardless of age, rank, or experience, to express their views and opinions.

I will respect others’ privacy and personal space and will not engage in unwelcome physical contact or invade others’ personal space without their consent.

I will not photograph, film, or record other participants without their consent, and will not share images or recordings of other participants on social media or other platforms without their prior consent.

I will respect the programme agenda of the 5th World Scout Education Congress.

I am aware of and will comply with the following set of strict rules:

Authorities strictly prohibit drunk and disorderly behaviour. Drinking alcohol in public places is illegal between 10:30 pm and 7 am, except in restaurants, bars, and licensed entertainment venues.

The Government of Singapore informs travellers that the misuse or possession of cigarettes, vapes, and illegal drugs is strictly prohibited and heavily penalised by law.

Vapes and e-cigarettes are banned in Singapore, including for personal use. Possession may result in confiscation and fines. You must be at least 21 to buy, use, own, sell, or supply tobacco products.

Smoking is banned in all public parks, on all beaches, and along certain waterways. Orchard Road is a No Smoking Zone. Smoking is only allowed in designated areas.

Chewing gum is prohibited in Singapore except for therapeutic or dental purposes. Littering is a criminal offence and subject to significant fines

I will strive to minimise my environmental impact by conserving resources, reducing waste, and promoting sustainable practices.

I will promote, comply and be accountable in accordance with all elements of the Safe from Harm training to ensure a safe scouting environment at the 5th World Scout Education Congress.

I will not cause any harm to other people’s physical, emotional, or psychological well-being and integrity.

I will not demonstrate any abusive behaviour towards other people and will do my best to prevent any type or form of abuse from occurring.

I will always be respectful with others and will not engage in any form of intimidation, harassment, bullying, or discrimination.

I recognise my duty to protect participants at all times, in accordance with this Code of Conduct, the WOSM Code of Conduct, and the World Safe from Harm policy.

I understand and recognise my duty to report any potentially harmful or abusive situation that I may witness or undergo.

I confirm that I have completed the WOSM Safe from Harm eLearning training modules as required prior to attending the Congress, or will complete it by the deadline communicated by WOSM.

Reporting Procedure

If you experience or witness any violations of this Code of Conduct, please report them to the event organisers immediately. All breaches of the Code of Conduct for the 5th World Scout Education Congress should be reported to the organisers by:

Reporting via email to [email protected].

Reporting to the designated Safe from Harm space.

Informing a member of the organising team (WOSM or Host).

The Safe from Harm team will support you and take any necessary action to enforce this Code of Conduct during the Congress.

All reports will be treated confidentially to the extent possible and will be handled in accordance with the WOSM Safe from Harm Policy or WOSM Complaints Policy. Participants who report in good faith will be protected from retaliation. 

Where a report involves an immediate risk to safety, participants should contact local emergency services (Singapore emergency number: 999) without delay.

Consequences of Violations

Any breach of the 5th World Scout Education Congress Code of Conduct or any other conduct deemed inconsistent with the Scout Values may lead to a range of measures against the offender, including, but not limited to, verbal warnings and expulsion from the event without a refund. Further disciplinary action may be taken based on guidance outlined in WOSM Code of Conduct.  Please note that in severe cases, law enforcement may be notified where required by law or where there is an immediate risk to safety .

Disclaimer

WOSM and the Host reserve the right to refuse admission or eject any individual from the event premises where there are reasonable grounds to do so, including but not limited to violation of event rules, disruptive behaviour, or failure to comply with instructions from event staff or security personnel. This includes individuals who engage in harassment, intimidation, discrimination, or other behaviour that violates our Code of Conduct.

By attending the 5th World Scout Education Congress, you acknowledge and agree that event organisers, staff, and security personnel have the authority to enforce event rules and take appropriate action to ensure the safety, security, and enjoyment of all attendees. This may include asking individuals to leave the event premises without the right to a refund.

L’Organisation Mondiale du Mouvement Scout (OMMS) et l’Hôte s’engagent à instaurer un environnement sûr, inclusif et accueillant pour tous les participants. Ce Code de conduite définit les comportements attendus lors du 5ᵉ Congrès Mondial de l’Éducation Scoute et s’applique à tous les participants, invités, bénévoles, membres du personnel, ainsi qu’à toutes les personnes présentes et impliquées dans le Congrès, à quel titre que ce soit.

En tant que participant au 5ᵉ Congrès Mondial de l’Éducation Scoute, j’accepte de me comporter en totale conformité avec le Code de conduite suivant : 

Je suis un représentant du Mouvement Scout, de mon pays, et de mon Organisation Scoute Nationale. En tant que scout, je respecterai ma Promesse scoute et suivrai la Loi scoute à tout moment : avant, pendant, et durant les moments liés à ma participation au 5ᵉ Congrès Mondial de l’Éducation Scoute.

J’obéirai aux lois singapouriennes ainsi qu’au Code de conduite du 5ᵉ Congrès Mondial de l’Éducation Scoute, aux règles de sûreté et de sécurité, aux panneaux et aux instructions données par l’équipe de planification de l’évènement.

Je respecterai toutes les politiques de l’OMMS en vigueur, dont la Politique mondiale d’À l’abri de la maltraitance, le Code de conduite de l’OMMS, ainsi que toutes les règles et procédures du Congrès communiquées par l’OMMS ou par l’Hôte.

Je suivrai le programme du 5ᵉ Congrès Mondial de l’Éducation Scoute et participerai avec respect aux séances plénières, aux discussions de groupes, et aux activités.

Je porterai mon badge de participant à tout moment, à moins qu’on ne me demande de le retirer pour des raisons de sécurité.

Je me comporterai de manière responsable et respectueuse sur les réseaux sociaux et les plateformes en ligne liés au Congrès, et ne publierai pas de contenu trompeur, discriminatoire, haineux, ou nuisible à la réputation de l’OMMS, de l’Hôte, du Mouvement scout, ou d’un autre participant.

Je ferai preuve de respect, de tolérance, d’inclusion et d’attention envers les autres cultures.

J’épouserai et célébrerai la riche diversité de notre Mouvement.

Je m’habillerai de manière appropriée pour un environnement multiculturel.

Je m’abstiendrai d’utiliser un langage offensant et/ou grossier, ou d’adopter tout comportement considéré irrespectueux ou discriminatoire envers une autre culture.

Je me montrerai ouvert et accueillant, en m’efforçant de créer un environnement dans lequel tout le monde se sente en sécurité et à l’aise.

Je prônerai toujours une culture d’inclusion, de paix et de compréhension.

Je n’agirai d’aucune manière susceptible de provoquer des conflits inutiles ou de nuire au déroulement et à l’atmosphère du Congrès.

Jamais je ne prononcerai ni ne soutiendrai des propos offensants, blessants, haineux, humiliants ou portant un jugement sur autrui, liés – sans toutefois s’y limiter – au genre, à la race, à l’origine ethnique, à la religion, au handicap, à l’orientation sexuelle ou à d’autres caractéristiques personnelles.

Je ne m’engagerai dans aucune action nuisible ou violente, aucun combat ou aucune altercation physique.

Je ne ferai preuve d’aucun comportement, en ligne ou en personne, susceptible de nuire à la réputation du Mouvement scout, de l’OMMS, de l’Hôte, ou des autres participants.

Je respecterai la propriété d’autrui.

Je respecterai et protégerai les droits de tous les autres participants au 5ᵉ Congrès Mondial de l’Éducation Scoute – quels que soient leur âge, leur rang ou leur expérience – d’exprimer leurs points de vue et leurs opinions.

Je respecterai la vie privée et l’espace personnel d’autrui et je ne m’engagerai pas dans des contacts physiques importuns ni n’envahirai l’espace personnel d’autrui sans leur consentement.

Je ne photographierai, ne filmerai ou n’enregistrerai pas autrui sans leur consentement, et ne partagerai pas d’images ou d’enregistrements de participants sur les réseaux sociaux ou autres plateformes sans leur consentement préalable.

Je respecterai le programme du 5ᵉ Congrès Mondial de l’Éducation Scoute.

Je connais et respecterai l’ensemble de règles strictes suivantes :

Les autorités interdisent strictement tout comportement en état d’ébriété et tout trouble à l’ordre public. Boire de l’alcool dans l’espace public est illégal entre 22h30 et 7h, excepté dans les restaurants, les bars, et les lieux de divertissement autorisés.

Le gouvernement de Singapour informe les voyageurs que l’usage abusif ou la possession de cigarettes, de cigarettes électroniques (vapes) et de drogues illégales est strictement interdit et sévèrement puni par la loi.

Les vapoteuses et les cigarettes électroniques sont interdites à Singapour, y compris pour une utilisation personnelle. La possession de ces objets peut entraîner une confiscation et des amendes. L’âge légal pour acheter, utiliser, posséder, vendre ou fournir du tabac est 21 ans.

Fumer est interdit dans tous les parcs publics, sur toutes les plages, et le long de certains cours d’eau. Orchard Road est une zone non-fumeur. Fumer n’est permis que dans des espaces désignés.

Les chewing-gums sont interdits à Singapour, excepté à des fins thérapeutiques ou dentaires. Jeter des déchets sur la voie publique constitue un crime passible d’amendes importantes.

Je m’efforcerai de minimiser mon impact environnemental en conservant les ressources, en réduisant les déchets et en promouvant des pratiques durables.

Je promouvrai, respecterai et serai tenu responsable de tous les éléments de la formation À l’abri de la maltraitance, afin de garantir un environnement scout sûr au 5ᵉ Congrès Mondial de l’Éducation Scoute.

Je ne causerai aucun préjudice au bien-être et à l’intégrité physique, émotionnelle ou psychologique d’autrui.

Je ne ferai preuve d’aucun comportement abusif envers autrui et ferai de mon mieux pour empêcher tout type ou forme d’abus de se produire.

Je serai toujours respectueux envers autrui et je ne me livrerai à aucune forme d’intimidation, de harcèlement, de menace ou de discrimination.

Je suis conscient de ma responsabilité continue de protéger les participants, en respectant ce Code de conduite, le Code de conduite de l’OMMS, et la Politique mondiale d’À l’abri de la maltraitance.

Je comprends et reconnais mon devoir de signaler toute situation potentiellement dangereuse ou abusive dont je pourrais être victime ou témoin.

Je confirme avoir – en amont du Congrès, comme requis – suivi et complété les modules de formation en ligne de l’OMMS sur À l’abri de la maltraitance, ou accepte de les compléter avant la date limite communiquée par l’OMMS.

Procédure de signalement

Si vous êtes témoin ou victime de violations de ce Code de conduite, veuillez en informer immédiatement les organisateurs de l’évènement. Toute violation du Code de conduite du 5ᵉ Congrès Mondial de l’Éducation Scoute doit être signalée aux organisateurs par :

Un mail envoyé à [email protected].

Un signalement dans l’espace dédié à À l’abri de la maltraitance.

Une discussion avec un membre de l’équipe d’organisation (OMMS ou Hôte).

L’équipe À l’abri de la maltraitance vous soutiendra et prendra toutes les mesures nécessaires pour faire respecter ce Code de conduite pendant le Congrès.

 Tous les signalements seront traités aussi confidentiellement que possible, et dans le respect de la Politique d’À l’abri de la maltraitance de l’OMMS ainsi que de la Politique des plaintes de l’OMMS. Les participants qui agissent en bonne foi seront protégés contre tout type de représailles. 

Si un signalement implique un risque de sécurité immediat, les participants sont priés de contacter les services locaux d’urgence (numéro d’urgence à Singapour : 999) dans les plus brefs délais.

Conséquences des violations

Toute infraction au Code de conduite du 5ᵉ Congrès Mondial de l’Éducation Scoute, ou tout comportement jugé contraire aux valeurs scoutes, peut entraîner une série de mesures contre leur auteur, notamment, mais sans s’y limiter : un avertissement oral ou l’expulsion de l’évènement sans remboursement. Des mesures disciplinaires supplémentaires peuvent être prises sur la base des directives décrites dans le Code de conduite de l’OMMS.  Veuillez noter que dans les cas graves, les forces de l’ordre peuvent être informées si cela est imposé par la loi ou s’il existe un risque immédiat.

Clause de non-responsabilité

L’OMMS et l’Hôte se réservent le droit de refuser l’entrée ou d’expulser toute personne des locaux de l’évènement lorsque que cela est justifié, y compris, mais sans s’y limiter, pour une violation des règles de l’évènement, un comportement perturbateur ou le non-respect des instructions du personnel de l’évènement ou du personnel de sécurité. Cela inclut les actes de harcèlement, d’intimidation, de discrimination ou tout autre comportement qui viole notre Code de conduite.

En assistant au 5ᵉ Congrès Mondial de l’Éducation Scoute, vous reconnaissez et acceptez que les organisateurs de l’évènement, le personnel et le personnel de sécurité ont le pouvoir d’appliquer les règles de l’évènement et de prendre les mesures appropriées pour assurer la sûreté, la sécurité et le plaisir de tous les participants. Ils peuvent par exemple contraindre des personnes à quitter les lieux de l’évènement sans obtenir de remboursement.

Terms and Conditions

5th World Scout Education Congress

Hosted by the Singapore Scout Association on behalf of the World Organization of the Scout Movement

The 5th World Scout Education Congress (“WSEC” or “Congress”) is a World Event of the World Organization of the Scout Movement (“WOSM”), hosted by the Singapore Scout Association (“Host”).

The Congress will take place from 1 December to 4 December 2026 in Singapore.

By registering for or participating in the Congress, participants and their National Scout Organizations (“NSOs”) agree to comply with and be bound by these Terms and Conditions.

For the purposes of these Terms and Conditions, references to WOSM shall include the World Scout Bureau acting on behalf of WOSM.

ELIGIBILITY AND PARTICIPATION

1.1 Registration for the Congress shall be conducted through the event’s registration platform and validated by the National Scout Organizations’ official contact.

1.2 Participants must be at least 18 years old on the first day of the Congress.

1.3 WOSM and the Host reserve the right, in good faith, to refuse, suspend, revoke or cancel any registration or participation at any time, including but not limited to cases involving:

Non-compliance with the WOSM Constitution

Non-compliance with these Terms and Conditions

Safe from Harm concerns

Breaches of the Congress and WOSM Code of Conduct

Failure to complete required payments

Breach of applicable laws in the Republic of Singapore

Applicable sanctions, export control regulations or other international legal restrictions

1.4 Participation in the Congress is conditional upon compliance with all applicable WOSM policies, including but not limited to:

The WOSM Safe from Harm Policy

The event’s Code of Conduct

The event’s rules and procedures communicated by WOSM or the Host

1.5 WOSM and the Host are committed to providing an environment free from harassment, discrimination, intimidation and abusive behaviour. Any form of harassment, discrimination, hate speech, bullying, sexual misconduct or abusive conduct may result in removal from the Congress without refund.

1.6 National Scout Organizations are responsible for ensuring that participants they endorse meet all eligibility requirements and have been informed of and agree to these Terms and Conditions and the Congress Code of Conduct prior to registration.

REGISTRATION AND FEES

2.1 Participation fees shall be those indicated in the official registration system, invoice, or other official communication issued by the Host or WOSM.

2.2 Participation fees are determined according to the WOSM event fee category system, based on the World Bank’s Gross National Income (GNI) per capita classification applicable to each NSO.

2.3 Registration shall be confirmed only once:

The registration form has been properly completed

All required information and documents have been submitted

The official contact of the participant’s NSO has endorsed its participation

Full payment of applicable fees has been received

2.4 All payments:

Must be made in SGD

Must be transferred to the official bank account or payment platform designated by the Host

Must clearly indicate the name of the NSO and payment reference as indicated by the Host

2.5 Participants and NSOs shall be responsible for any bank charges, transfer fees, currency exchange costs, taxes, duties or additional charges related to payments.

2.6 WOSM and the Host reserve the right to modify registration deadlines, fee schedules, and payment deadlines where reasonably necessary for the organisation of the Congress.

2.7 Failure to comply with payment deadlines or registration requirements may result in suspension or cancellation of registration without liability to WOSM or the Host.

EVENT MODIFICATIONS

3.1 WOSM reserves the right to:

Modify the programme, schedule, venue, speakers, activities, participation format, or any published information related to the Congress

Postpone, shorten, cancel, convert to a hybrid or virtual format, or otherwise alter the Congress where necessary

3.2 WOSM and the Host shall not be liable for any loss, damage, cost or inconvenience arising from such modifications.

3.3 Views and opinions expressed by speakers, participants, guests or third parties during the Congress do not necessarily reflect the views of WOSM or the Host.

FORCE MAJEURE

4.1 WOSM and the Host shall not be liable for failure or delay in performing their obligations where such failure or delay results from circumstances beyond their reasonable control, including but not limited to:

Natural disasters

Fire

Flood

Epidemic or pandemic

Public health emergencies

Terrorism

Civil unrest

Labour disputes

Governmental actions or restrictions

Sanctions

Transportation disruptions

Utility failures

Cyber incidents

Any other force majeure event

4.2 In such circumstances, WOSM and the Host reserve the right to apply provisions stated in Article 3.

CANCELLATION AND REFUNDS

5.1 Cancellation by participants

5.1.1 Participants may cancel their registration by written notice submitted through their NSO, or by the means provided in the registration system, where applicable.

5.1.2 Except as expressly provided under section 5.3 (Visa Refusal), participation fees are non-refundable.

5.1.3 No refunds shall be issued for:

Voluntary withdrawal

Travel disruptions

Illness

Failure to obtain travel documentation other than an eligible visa refusal

Scheduling conflicts

Personal circumstances

Non-attendance or “no show”

5.1.4 Participants may be replaced by another participant from the same NSO and participation category at no additional registration cost, subject to the completion of all registration requirements within the applicable deadlines for changes.

5.1.5 The replacement participant must satisfy all eligibility requirements, including Safe from Harm compliance and the Congress and WOSM Code of Conduct, before attending. WOSM and the Host reserve the right to refuse a proposed replacement.

5.2 Cancellation or postponement by WOSM

5.2.1 If the Congress is cancelled by WOSM before commencement, paid participation fees shall be refunded by the Host, either fully or partially, with any deductions limited to demonstrably non-recoverable costs directly incurred for the organisation of the Congress.

5.2.2 If the Congress is postponed or rescheduled:

Registrations and participation fees shall automatically transfer to the new dates

NSOs will be encouraged to find a replacement for their participants unable to attend on the new dates

Refund requests related to inability to attend the rescheduled dates may be considered at the sole discretion of WOSM and the Host

5.2.3 Refunds, where approved, shall be limited to participation fees actually paid.

5.2.4 WOSM and the Host shall not be responsible for:

Travel costs

Accommodation costs

Visa expenses

Insurance costs

Exchange rate losses

Loss of income

Any other direct or indirect expenses incurred by participants or NSOs

5.3 Visa Refusal Refunds

5.3.1 Refund requests due to visa refusal may be considered by the Host, acting reasonably and based on the documentation provided, operational constraints, and non-recoverable costs already incurred, provided that:

The participant applied for the visa in a timely and reasonable manner

The visa refusal is officially documented

The visa refusal decision is received no later than the deadline communicated by the Host

All supporting documentation is submitted within the required timeframe

5.3.2 Refund requests must include:

Participant name

Registration details

Proof of visa application

Official visa refusal documentation

Any additional information reasonably requested by WOSM or the Host

5.3.3 WOSM and the Host reserve the right to assess all refund requests individually and to determine eligibility acting reasonably.

5.3.4 Approved refunds may be subject to the deduction of:

Banking charges

Non-recoverable transaction fees

Other reasonable costs incurred

5.3.5 Refunds shall be processed within a reasonable timeframe, subject to banking and administrative procedures. Refunds will be issued using the same payment method used for the original transaction, unless otherwise agreed between the participant and the Host.

5.4 Participants who fail to attend the Congress without prior approved cancellation or who fail to comply with registration requirements shall be considered “no shows” and shall not be entitled to any refund.

CONDUCT, SAFETY, AND SAFEGUARDING

6.1 All participants shall behave in a respectful, lawful and responsible manner throughout the Congress, in accordance with the Congress Code of Conduct, WOSM Code of Conduct and the WOSM Safe from Harm Policy.

6.2 Participants must comply with:

All applicable laws and regulations

WOSM policies and procedures

Health, safety and security requirements

Instructions issued by WOSM, the Host, venue staff, security personnel or authorised representatives

6.3 WOSM and the Host reserve the right to remove, suspend or deny participation to any participant whose conduct:

Violates WOSM policies or Code of Conduct

Threatens the safety or wellbeing of others

Disrupts the Congress

Damages the reputation or interest of WOSM, the Host or Scouting

Constitutes harassment, discrimination, violence, abuse or inappropriate behaviour

6.4 Participants are required to report any potential breaches of the Congress and WOSM Code of Conduct or Safe from Harm Policy through the channels set out in the Congress Code of Conduct.

6.5 Participants’ conduct on social media and online platforms in connection with the Congress is subject to these Terms and Conditions and the Congress and WOSM Code of Conduct. Conduct online that damages the reputation of WOSM, the Host, the Scout Movement, or fellow participants may result in measures under Article 6.6.

6.6 Any removal or suspension under this section may occur without refund or compensation.

HEALTH, MEDICAL CARE AND INSURANCE

7.1 Participants are responsible for ensuring that they are medically fit to attend and participate in the Congress.

7.2 Participants are responsible for obtaining:

Valid passports

Valid visas

Required vaccinations

Travel documentation

Any other entry or health requirements applicable to Singapore

7.3 Participants are required to obtain, themselves or through their NSO, comprehensive travel and medical insurance before departing their own country, covering:

Medical treatment

Emergency evacuation

Travel disruption

Cancellation

Personal liability

Personal accident coverage

Loss or theft of belongings

7.4 Participants acknowledge that participation in international events may involve inherent risks, including travel, health and security risks, and agree to assume such risks voluntarily.

7.5 In the event of emergency medical situations, participants authorise WOSM and the Host to obtain or arrange appropriate medical assistance where reasonably necessary. Any associated costs shall remain the responsibility of the participant or their insurer.

LIMITATION OF LIABILITY

8.1 To the fullest extent permitted by applicable law, WOSM, the World Scout Bureau, the Host, their officers, employees, volunteers, contractors, representatives and partners shall not be liable for:

Indirect damages

Incidental damages

Consequential damages

Special damages

Exemplary damages

Punitive damages

Reputational damages

arising from or related to participation in the Congress.

8.2 Liability of WOSM and the Host shall in all circumstances be limited to the amount of participation fees actually paid by the participant concerned.

8.3 WOSM and the Host shall not be responsible for:

Personal injury

Illness

except where liability cannot legally be excluded.

8.4 Participants and their respective NSOs agree to indemnify and hold harmless WOSM, the World Scout Bureau, the Host, and their respective officers, employees, volunteers, contractors and representatives from and against any claims, liabilities, damages, losses, costs or expenses, including reasonable legal costs, arising out of:

Breach of these Terms and Conditions

Unlawful acts or omissions

Negligent or reckless conduct

Violation of applicable laws

Infringement of third party rights by the participant or NSO

PHOTO, AUDIOVISUAL MATERIALS AND MEDIA

9.1 Participants grant WOSM and the Host the right to photograph, record, film and otherwise capture their image, voice, likeness or participation during the Congress.

9.2 Participants grant WOSM and the Host a worldwide, non-exclusive, royalty-free right to use, reproduce, publish, distribute, display, archive and adapt materials for communication and educational purposes from such recording or submitted materials.

9.3 Participants confirm that they have the authority to grant these rights, that such use shall not violate any third-party rights and that no compensation shall be payable for such use.

9.4 Participants who do not wish to appear in identifiable media coverage must inform the Host and WOSM in writing before the start of the Congress. WOSM and the Host shall make reasonable efforts to respect such requests, but cannot guarantee complete exclusion from incidental group photography or recordings.

9.5 Recording, live-streaming, reproducing, or commercially redistributing Congress sessions, materials or content without prior written authorisation from WOSM is prohibited.

9.6 All Congress names, logos, branding, materials and official content remain the property of WOSM, the Host or their respective owners and may not be reproduced, modified or commercially used without prior written permission.

DATA PROTECTION AND PRIVACY

10.1 Personal data submitted in connection with the Congress may be collected, processed, stored and shared by WOSM, the World Scout Bureau, the Host and authorised service providers solely for purposes related to:

Registration

Event management

Safeguarding

Health and safety

Logistics

Reporting

Communications

Administration of the Congress

10.2 Personal data shall be processed based on contractual necessity, legitimate organisational interests, safeguarding obligations, legal compliance obligations, and, where applicable, participant consent, in accordance with the GDPR, applicable data protection laws, and the WOSM Privacy Policy.

10.3 Certain personal data processed in connection with the Congress may include safeguarding, health, accessibility, incident-related or other sensitive personal data where necessary for participant safety, safeguarding compliance, accessibility arrangements, legal obligations, or incident management. Such data shall be processed only to the extent necessary and subject to appropriate confidentiality and security measures.

10.4 By registering for the Congress, participants consent to the international transfer of relevant personal data where necessary for the organisation and administration of the Congress.

10.5 Participants may request access to, correction of, or deletion of their personal data, subject to legal or operational retention requirements, by contacting the Host or WOSM at:

10.6 Personal data shall be retained only for as long as reasonably necessary for operational, safeguarding, legal, reporting, archival, insurance, audit, or compliance purposes, after which it shall be securely deleted or anonymised in accordance with applicable retention policies.

GOVERNING LAW AND DISPUTES

11.1 These terms and conditions shall be governed by and interpreted in accordance with the laws of Singapore.

11.2 Any dispute arising out of or related to these Terms and Conditions or participation in the Congress shall be subject to the exclusive jurisdiction of the courts of Singapore. The parties shall first seek to resolve disputes amicably through good-faith discussions before commencing formal legal proceedings.

GENERAL PROVISIONS

12.1 If any provision of these Terms and Conditions is found to be invalid or unenforceable, the remaining provisions shall remain in full force and effect.

12.2 Failure by WOSM or the Host to enforce any provision of these Terms and Conditions shall not constitute a waiver of any rights.

12.3 Nothing in these Terms and Conditions or in participation in the Congress shall create any partnership, joint venture, employment, agency, fiduciary, or representative relationship between WOSM, the Host, participants, NSOs, contractors, volunteers, or third parties.

12.4 In the event of inconsistencies between translated versions of these Terms and Conditions, the English language version shall prevail.

12.5 In the event of any inconsistency between these Terms and Conditions, the Congress Code of Conduct, registration materials, official Congress communications, or other event-related documentation, these Terms and Conditions shall prevail unless expressly stated otherwise by WOSM.

AMENDMENTS

13.1 WOSM and the Host reserve the right to amend or update these Terms and Conditions at any time where reasonably necessary for the organisation, safety, legal compliance or proper conduct of the Congress.

13.2 Updated versions shall become effective upon publication through official Congress communication channels or the registration platform.

13.3 Continued registration or participation after publication of updated Terms and Conditions shall constitute acceptance of the revised Terms.
