About the Congress

The World Scout Education Congress is the leading global platform for Scout educators, formal and non-formal education experts, and other non-formal education actors to come together to exchange knowledge, share research, and explore new approaches to education, with a strong focus on non-formal learning.

Held every few years, the Congress brings together National Scout Organization leadership, educators, and partners from across the world to help shape the future of education in Scouting. It inspires the development of innovative educational programmes and initiatives that respond to the evolving needs of young people and future generations.

The 5th World Scout Education Congress in 2026 will offer a global space for dialogue on education in Scouting, with a particular focus on safeguarding, innovation, youth leadership, and volunteering, key strategic priorities outlined in the Strategy for Scouting.

Programme Overview

The 5th World Education Congress will showcase how Scouting is shaping the future of education worldwide by spotlighting youth-led leadership and innovation, reinforcing safeguarding as a cornerstone of high-quality learning environments, and exploring modern educational approaches that build essential competencies for today’s and tomorrow’s world.

The programme will also present new ways to engage and support adults in Scouting education, fostering strong intergenerational collaboration and delivering impactful, transformative learning experiences.

Scouting in Singapore

Scouting in Singapore was founded 116 years ago in 1910, and is one of the oldest youth movements in the country. Today, The Singapore Scout Association spans across more than 230 schools and communities with more than 12,000 members across all sections.

Singapore is an island country and a vibrant city-state located at the heart of Southeast Asia, known for its rich multicultural heritage, modern skyline, and seamless blend of tradition and innovation. However, visa requirements vary, and some travellers may be required to apply for a visa prior to arrival.

Their passport is valid for at least six months from the date of entry
They meet Singapore’s entry requirements at the point of travel
They comply with any prevailing immigration, health, or customs regulations
ALL visitors to Singapore must also complete the electronic SG Arrival Card, regardless of visa requirements.

Participants are strongly encouraged to check the latest travel and visa information with the Immigration & Checkpoints Authority of Singapore (ICA) or their nearest Singapore overseas mission well in advance of travel, as requirements may change.
